Why not, under those standards fashion is definetely art too. And the thing is, fashion is not about standards, rules or classifications, is just the subjectivity of life and beauty on its clearer and more meaningful representation.
You can't mix spots with line patterns or flowers with paisley. According to whom? Thats like stating that coffee can't be mixed with syrupes and ice cream should be just chocolate-strawberry-vanilla.
Fashion is about expressing a bad hair day with a funky hat. Is about bringing out the hippie in you without leaving your punker behind. Fashion, like art, is about breaking boundaries and finding ways. If you follow the same path others take you are only getting to the same places, that is not bad...if so a little bit boring.
